RES projects are implemented after the successful completion of a complex licensing process, which includes distinct stages of assessment and approval, involving different administrative authorities and bodies, the competence of which is determined according to the type and stage of development of each investment project.
According to the institutional framework in force for Renewable Energy Sources (RES), the procedure to be followed for the licensing of PV parks with a capacity of more than 1MW is:
Stage 1: Granting of a Producer's Certificate or Production License Competent authority: the Regulatory Authority for Energy (RAE)
Stage 2: Granting of an Environmental Conditions Approval Decision Competent authority:
the Decentralized Administration or the Region where the project is located or the Ministry of Environment and Energy (MEEN)
Stage 3: Granting of the Final Offer of Connection Competent service: ADMIE/DEDDIE
Stage 4: Granting of the Installation Permit Competent department: Decentralized Administration or Region where the project is located or Ministry of Environment and Energy (MEEN)
Stage 5: Sale of electricity/market participation Responsible department: contracting with DAPEEP/DEDDEE, Electricity Suppliers/Third Party Aggregators (TSOs) of RES
Stage 6: Granting of an Operating Permit Competent authority: the Decentralised Administration or the Region where the project is located or the Ministry of Environment and Energy (MEEN)
